Petrolimex hands over rapid oil quality test kits to market surveillance force
In line with the coordination mechanism between the Vietnam National Petroleum Group (Petrolimex/Group) and Vietnam Directorate of Market Surveillance (DMS), and with the aim to help the DMS enhance its inspection and management in the oil and gas market; Petrolimex Quang Ninh in conjunction with the Group and the DMS organised a training course and handed over rapid oil quality test kits to all DMS staff.
Attendance in the opening of the training course included Head of the DMS’ Professional Division Than Duc Cong; leaders of the Petrolimex’s Petroleum Technical Services Department and Retail Sales Department; Secretary of Petrolimex Quang Ninh’s Party Committee and Chairman Trinh Quang Vinh and representatives from the company’s leadership and professional units. The training course attendees are 22 officials from the Vietnam Directorate of Market Surveillance.
Delivering a speech at the training course, Chairman of Petrolimex Quang Ninh Trinh Quang Vinh provided a brief introduction of the role, function, and material facilities of the company. He expressed the concern about the complicated developments of trade fraud in the oil and gas business, especially fraud in terms of measurement standards and quality, challenging the inspection and control works. Therefore, as a large-scale enterprise of Petrolimex that oversees more than 130 petrol stations in Quang Ninh, Hai Duong, Hung Yen provinces and Hai Phong City, Petrolimex Quang Ninh hopes for a growingly transparent and strong market for the oil and gas industry, thereby protecting the interests of businesses as well as the legitimate rights of consumers.
Delivering instructive remarks at the training course, Head of the DMS’ Professional Division Than Duc Cong said the training course and the handover of the rapid oil quality test kits between Petrolimex and the DMS are of significance and practicality for the DMS. The training course will help the DMS staff have a full understanding of and know how to use the devices, which will facilitate them to have precise and objective assessment, contributing to improved market management effectiveness in the oil and gas business.
During the training course, the trainees received specific instructions from the Petrolimex Quang Ninh’s Petrol Testing Division staff on how to operate and use the rapid oil quality test kits. The devices, weighing 13kg each, are convenient for field inspections. Accordingly, certain important criteria of petrol products can be quickly checked by the device, enabling the DMS staff to have initial evaluation of the quality of fuel sold in the field.
Previously, on July 3, 2020, the Vietnam Directorate of Market Surveillance and the Vietnam National Petroleum Group signed a coordination mechanism in order to enhance the market surveillance efficiency in the oil and gas business, strengthening the fuel market and protecting the legitimate rights of consumers.
Additionally, the coordination mechanism also helps improve the efficiency of inspection and handling; clearly define responsibility of each sector in the oil and gas business to avoid overlaps in inspection and handling, and to stop the blame game. For the Vietnam National Petroleum Group, the mechanism has facilitated the Group in the management of distribution system and brand protection, particularly in the context the Group has a large number of petrol stations across the country.
